Bill is a Pike County native. He graduated from Virgie High School, Eastern Kentucky University, the University of Kentucky Law School and began practicing law in Pike County in 1975. Bill served as Staff Attorney and as an Executive Officer of Community Trust Bank, with over 22 years of banking and banking law experience. For 22 years Bill served as general counsel at Community Trust Bank.

Ray was born in Whitesburg, Kentucky, and grew up in Pike County. After high school, Ray attended Eastern Kentucky University where he graduated magna cum laude in 1991. Ray obtained his Juris Doctor from the University of Louisville School of Law in 1994. While at the University of Louisville, Ray received numerous academic awards, including the Corpus Juris Secundum Award for academic excellence in Torts, as well as book awards in Corporations and Negotiable Instruments. Upon returning to his native eastern Kentucky, Ray entered private practice in 1995, and has practiced extensively in state courts throughout Kentucky, as well as in federal court. Ray was twice elected president of the Pike County Kentucky Bar Association, and in November 2000, Ray was elected as State Senator for the 31st Senatorial District. He was subsequently re-elected in 2004, 2008, 2012 and 2016. In 2019 Ray gave up his Senate seat to answer the desperate cry for help in his home county and was sworn in as Pike County Judge Executive on January 7, 2019.
The 31st Senatorial District currently is comprised of Pike, Martin, Lawrence, Elliott and Morgan Counties. Ray served as the Senate Minority Leader and on several key legislative committees, including the Senate Committees on Appropriations & Revenue, Judiciary, Transportation, Natural Resources & Energy, Special Subcommittee on Energy, and the Budget Review Subcommittee on Transportation.
Ray has obtained multiple verdicts, recoveries and settlements in excess of $1,000,000.
